Oregon Vehicle Registration Cost
Oregon is one of only five US states with NO general sales tax — but it imposes a 0.5% Vehicle Privilege Tax (dealer-paid, almost always passed through to buyer) on new dealer sales, and a 0.5% Vehicle Use Tax on out-of-state purchases. Crucially, trade-in value is NOT credited against either tax. Beyond the privilege/use tax, Oregon registration and title fees are tiered by MPG: less efficient vehicles pay less, more efficient pay more, EVs pay the most. Registration is biennial ($220/2yr = $110/yr for 20-39 MPG; $316/2yr = $158/yr for EVs). Portland metro counties charge additional registration fees up to $112/year in Multnomah County. How Oregon calculates registration

The 0.5% Vehicle Privilege Tax (ORS 320.405) is technically the dealer's tax on the privilege of doing business, but is universally passed through to the buyer. The 0.5% Vehicle Use Tax (ORS 320.410) applies to vehicles purchased outside Oregon and brought into the state. Crucially, TRADE-IN VALUE IS NOT CREDITED against either tax — only manufacturer rebates and discounts reduce the taxable price. This makes Oregon different from most states. Private-party sales within Oregon are EXEMPT from both taxes.
Electric vehicle surcharge

Oregon's EV cost structure is multi-layered: EVs pay $316/2yr ($158/yr) for biennial registration vs $220/2yr ($110/yr) for typical gas vehicles — a $48/year difference. Plus a new $30/year surcharge for EVs took effect December 31, 2025 via HB 3991. EV title fee is $192 vs. $106 for gas — an $86 premium one-time. Total EV premium over a gas vehicle: ~$78/year ongoing. Starting July 2027, used EVs must pay $170/2yr and choose either flat fee or pay-per-mile (OReGO program); January 2028 for new EVs.
What makes Oregon distinctive
- Oregon's 0.5% Vehicle Privilege Tax is technically the dealer's tax (paid by the dealer on the privilege of selling vehicles), but is universally passed through to the buyer. PRIVATE-PARTY sales within Oregon are EXEMPT from both the privilege tax and use tax — so buying used from another Oregon resident truly costs nothing in state taxes.

A 20-39 MPG vehicle registered in Multnomah pays about $222/year total ($110 state + $112 county) — more than twice the rural Oregon rate. Most Oregon counties charge no extra fee.
